Who to Hire First
Let me first start by saying there's no one-size-fits-all answer here. It totally depends on what you're into.
Love writing? Go for it.
All about link building? More power to you.
Me? I'd get a writer on board first.
Content is the name of the game in content marketing (surprise) and having a writer on your team will allow you to 2x the amount of content that you are putting out on a weekly basis.
I also find this to have the highest ROI in the beginning.
How? It's cheaper to hire a writer than it is to hire a link builder, project manager, SEO, etc. and growth in the beginning is all around content production.
That said, I wouldn't hire a writer until you've got at least 20 solid articles up on your site. This way they can see how you structure your articles, the voice you use, tone, etc.
You also want to make sure that you have all of this documented.
Don't overcomplicate things here.
Just create a simple Google Doc (every writer is comfortable with Google Docs) and have important information in there such as:
Voice
Speak from a place of first-hand experience.
In every article state "in my experience" or something of that nature.
Tone
Informal - as if you were speaking with a friend.
Formatting
All headers are title case.
Etc
I can't tell you how many writer's I've onboarded and they've thanked me for this...
You'll still have to work closely with them in the beginning but it speeds up the learning process and everyone is better of if you have this documented.

People in the Eastern Europe countries are hard workers, have solid English, and are typically very tech-savvy.
If you're looking for a niche expert, then go with Pro Blogger.
Obviously, this depends on your niche too though.
If you've got an affiliate site about hunting, you'll probably want to find someone in America.
Fitness?
Plenty of niche experts all around the world can write on this topic.
If you're worried about someone not being a native English speaker, don't fret.
Just assign them a test article before you hire them to see how well their written English is.
You can also use ChatGPT to clean it up.
